Now Watchdog can eliminate the majority of dog farms in South Korea!

The Korean government has never conducted a full investigation into dog farms operating in Korea, so there are no accurate statistics as to the number of illegal farms. Currently, there is no legal difference between an illegal facility and one that claims to be legal.

In this current environment, dog farms that have either obtained a registration for excreta treatment facilities or have not specifically violated the Building Act have been regarded as if they are legal dog farms. These dog farm owners arrogantly demand compensation from the government if their facilities and businesses are closed prior to the enactment into law of the dog meat ban, as if it is the government’s duty to their citizens.

Even the legislators, who are lawmakers, have prepared and then withdrawn dog meat ban legislation that includes compensation measures, but former lawmaker Han Jeong-Ae has introduced a new proposal in the National Assembly that would ban the dog meat industry on condition of compensation.

Dog farm owners are demanding trillions of Korean Wons ($1 USD = approximately 1,200 KRW) as compensation, which is a huge portion of taxes paid by our citizens. Is it reasonable to spend trillions of tax funds on those who have made massive profits by brutally killing dogs, while not even paying taxes themselves?

Is it really difficult to pass a law banning dog meat that does not include compensation to dog farmers, and without engaging in negotiations with dog farmers? Absolutely not! It is certainly possible to pass laws to ban dog meat by eliminating most dog farms. Under current domestic law, these dog farms, once shut down, cannot be reopened. Therefore, if we can reduce the number of dog farms to a very small number, a compensation plan would not be necessary and we would be one step closer to passing a law banning dog meat.

Watchdog is committed to shutting down the dog meat industry. Beginning in August, we will find the dog farms scattered across the country and we will shut down as many as possible. Watchdog can do this. We can apply and enforce all the laws available and make it impossible for the dog farms to escape the legal system. With their many years of experience, Watchdog’s planners will make this possible. Interpretation of new laws that no one knew about has been completed, and by applying these new laws we can shut down the dog farms. Using these laws, we can also get rid of the infamous — and cruel — raised wire cages.

The goal of Watchdog is to reduce the size of the dog meat industry and thereby advance the passage of legislation banning both the slaughter of dogs and dog meat consumption. The activities of Watchdog members will have a huge impact on the rights of animals in our country. Anyone can become a Watchdog member. All you need is a computer to become a Watchdog member and help to shut down dog farms right from your desk. Supporters of Watchdog can help in many ways, and the combined efforts of all will rapidly expand their activities and eventually uproot and remove all dog farms.

Ultimately, Watchdog’s efforts will become known to policy makers and will change the attitude of our society, thus igniting the decisive embers that will end dog meat consumption.

We will continue to recruit Watchdog members nationwide, providing detailed training and a system of support to assist members to independently shut down dog farms. The first training/education for people in Seoul and the Gyeonggi-do region will start on August 3rd. Training for volunteers in other regions will then be scheduled. Through these trainings, which include the illustration of sample cases, we will help new members understand how solidly illegal dog farms have been maintained in a system of neglect by local government officials. To prevent such negligence by the government officials from continuing, we will share both legal application expertise and field experiences to the Watchdog members.
