1. Purpose of the proposal
In 2022, Animal Protection Act Amendment Bill passed the National Assembly and is set to take effect. However, the name “amendment bill” is almost overshadowed, for not only are there still no rules on the food industry or protection against laboratory animals, but regulations on animal abuse are still very deficient. In response, CARE plans to promote a “Project for a Complete Revision of the Animal Protection Act” with citizens who share these concerns. We are recruiting people to plan and conduct this project together.

2. Project guidance
(1) Schedule
① Application due date: November 15, 2022
② Starting date of the project: December 1, 2022
(2) Procedures Overview
① Analysis of domestic laws and sharing perceptions among participants (3 months): we will examine the revised Animal Protection Act, including secondary legislations such as enforcement ordinances, and evaluate laws and the respective provisions.
② Study of foreign cases and share perceptions among participants (1 year): we will examine various animal protection laws (including sub-regulation) and related precedents in countries such as the United Kingdom. We will compare them closely with domestic law at general and specific levels.
③ Preparation of a draft for a complete Amendment bill to the Animal Protection Act, based on the preceding discussions (6 months)
④ Assemble an executive team to formulate a legislative strategy (3 months)
⑤ Execution of legislative strategy (1 year)
*) Based on each course’s research and opinions, we will produce and select the discussion results after an in-depth discussion. The selected discussion results will be published publicly to gather more opinions.
The schedule above may be subject to change, depending on the way the discussion unfolds or on the circumstances.
(3) Participation method
① Participation will be divided into researchers, panels, and advisors, depending on their sustainability of participation and the possibility of presentation. Please refer to the application form for details.
② Participants must faithfully carry out the necessary investigations (literature review and fact-finding)
③ The ‘researcher’ who participated in the process stated above(①~③), will be paid a prescribed research fee.
